We are recruiting for a new Countryside and Planning Officer

Thetford Town Council manage several wonderful open spaces including the SSSI Barnham Cross Common, woodlands and the Little Ouse and Thet riverside areas.

Thetford Town Council are a project lead on the Brecks Fen Edge Rivers Landscape Partnership Scheme, and we are a partner in plastic pollution and litter picking schemes. We have a fantastic group of volunteers who have carried out work across the town who the post holder would engage with and manage their activities.

The Council is constantly seeking ways to improve our land management and to engage the public in the care of, education and enjoyment of all our assets. This role is vital to the success of engagement.

To works as a member of the operations team with responsibility for the management of countryside sites and the Town Council’s Planning Committee.

Key Tasks:

  • To attend the monthly planning committee and assist in the preparation of agendas, planning displays, detailed reports and associated documents.
  • Submitting the Planning Committee’s comments on the Breckland Planning portal ensuring all comments are relevant to planning law.
  • To liaise with Greater Thetford Partnership, Norfolk County Council and other external bodies to facilitate projects including preparation of parish partnership funding bids.
  • To ensure that the countryside management plans are implemented for all Thetford’ open spaces within the town, supervising contractors, and the grazing licensee.
  • To promote the use of Thetford’s countryside sites to the public via talks, walks, workshops and social media.
  • Carry out all administration functions required including working with our land agent to submit Basic Payment Scheme and environmental stewardship.
  • To manage the delegated countryside budget, ensuring the budget remains within agreed expenditure limits and is managed in accordance with Financial Regulations.
  • To ensure all assigned tasks and duties are completed in a safe manner and comply with safety rules/procedures.
  • To deliver projects on behalf of the council as part of the Brecks Fen Edge and Rivers Landscape Partnership Scheme (NHLF).
  • To be responsible for reviewing annually with councillors, site specific risk assessments ensuring that remedial actions are taken.
  • To deliver monthly Amenities Committee meeting support as Committee Officer.
  • To engage with the community, recruiting, coaching and organising volunteers to undertake conservation activities.
  • To seek additional appropriate funding from public and private sources where possible.
  • To work as part of the team contributing to the Council’s events programme.
  • Be prepared to undertake any other duties as directed by the Town Clerk.

Person Specification


Qualifications & Training

  • Countryside management or Urban Planning BTEC/diploma/degree or equivalent.


  • Management of countryside sites.
  • Completing Risk Assessments
  • Working in similar outdoor sites


  • Understanding of how to implement countryside management plans
  • Basic Knowledge of Planning Law

Skills / Abilities

  • Excellent communication and a friendly and welcoming demeanour.
  • Word processing, excel and experience using the internet.
  • Good organisational and administration skills required.

Personal Characteristics

  • Flexibility is essential as the work will not be ‘9-5’ but will include some evenings and week-ends
  • Demonstrate a passion for nature, and the outdoors


Qualifications & Training

  • Health and Safety or First Aid.
  • Practical qualifications e.g. chainsaw, brush cutting


  • Recruiting, coaching and supporting volunteers.
  • Experience of working for a local authority.
  • Involvement with planning applications


  • Knowledge of land, access and conservation management.
  • Understanding of countryside legislation

Skills / Abilities

  • Deliver practical conservation work to protect and enhance the conservation status of the sites.
  • Skills related to apply for grant funding would be beneficial.
