Public Rights of Way Officer


To inspect and identify measures to maintain the Public Rights of Way network throughout Essex, liaising with key stakeholders as necessary to ensure that established policy and good practice is upheld and the network is available for service users, balancing the conflicting needs of users, landowners, and agriculture.

Key responsibilities

  • Responsible for carrying out inspections and recording the condition of the Public Rights of Way network to ensure it is maintained to a standard acceptable to the Highway Authority.
  • Responsible for raising defects using data capture devices and creating job packs to enable the delivery teams to plan and prioritise work accordingly.
  • Specify, monitor and supervise as required work by operatives and supply chain partners, and co-ordinate and support Parish and community groups with a wide range of practical work using selected volunteer groups.

Role requirements

  • Knowledge of, and experience in, use of construction materials, the maintenance, design and implementation of Public Rights of Way schemes including statutory processes, such as NRSWA 1991.
  • Experience of map reading.
  • Knowledge of Highway Authority and Local Government policies, practices and procedures in relation to highways maintenance.
  • Membership of a related professional body for example the Institute of Public Rights of Way.
