Rights of Way Definitive Map Officer

Barnsley Council are seeking an experienced Rights of Way Definitive Map Officer to join the team based in Barnsley. You will be working on a full time, permanent basis (37 hours per week) and in return, you will receive a competitive salary of £31,099 - £33,820 per annum.

The Rights of Way Definitive Map Officer role:

Our Definitive Map Officer plays a pivotal role within our core Service. You will have the unparalleled opportunity to drive forward improvements to the Public Rights of Way network, through utilising your skill and knowledge about Public Rights of Way legislation. The role could also offer the opportunity to become involved with other aspects of the Public Rights of Way network.

Responsibilities as our Rights of Way Definitive Map Officer will involve:

  • Assisting the Principal Officer with the continuous review of the Definitive Map and Statement, completing the necessary due legal processes for Definitive Map Modification Orders, Public Path Orders and Traffic Regulation Orders
  • Processing the relevant Order applications in accordance with statute and local authority guidance when they are made to the local authority including consultation with local and statutory consultees and to include the installation and maintenance of appropriate notices for each stage of the process
  • Carrying out historical and documentary research in preparation for processing Definitive Map Modification Orders and clarifying, developing and confirming evidential research submitted with applications and where appropriate interviewing appropriate parties according to relevant legislation on practice
  • Assisting in the preparation and running of any public inquiry associated with Definitive Map Modification Orders and Public Path Orders
  • Undertaking site visits and preparing appropriate reports using the evidence (accurate site measurements, plans, etc.) to enable the Borough Secretary to make the appropriate legal order
  • Completing and accurately recording the appropriate processes required to enable certification and confirmation of the legal event orders and to update the paper and electronic maps accordingly, following Public Path and Definitive Map Modification Orders
  • Providing appropriate and accurate information to the Principal Officer on outstanding fees, and billing information relating to services provided by the team
  • Contributing to project proposals, analysing information, allocating resources, obtaining relevant approvals
  • Assisting in the management of temporary or emergency closure/public path orders on public rights of way across the borough, including applying for extensions, preparing and posting notices for installation and keeping records of each check

Skills and experience we’re looking for in our Rights of Way Definitive Map Officer:

  • Level 3 + qualification in a relevant area
  • Experience in investigating and processing applications for amendments to the Definitive Map or similar
  • Experience in carrying out research for documentary evidence in local archives or similar
  • Recent experience working and discussing matters with members of the public, ward councillors and statutory consultees
  • Robust project and financial management skills
  • Experience with general aspects of Public Rights of Way management
  • Experience in preparation of detailed Reports
  • A track record of identifying improvements by securing and delivering external funding opportunities promoted through Planning legislation and other mechanisms
  • Detailed working knowledge of local and national strategies, policies and legislation including health and safety
