Lincolnshire County Council Communities Team wish to appoint a Public Rights of Way & Access Manager responsible for leading and developing the Public Rights of Way & Access Service and progressing related Council policy in this area, contributing to the wider aims and ambitions within the Council’s Corporate Plan.

About the role
The Public Rights of Way and Access Manager reports to the Head of Service for Environment, responsible for successful delivery of all aspects of the service and to lead on developing working practices to reflect changing community needs and legislative change.
Lincolnshire's 4000km rights of way network is mapped across various differing landscapes including city and town centres, extensive fenland and arable agricultural land, the coast and the Lincolnshire Wolds AONB each with their own individual characteristics and beauty.

About you
Lincolnshire County Council is looking for an enthusiastic, self-motivated and confident leader with recognised experience in strategic delivery. You will have an excellent knowledge of public rights of way and access legislation across mapping, maintenance and enforcement and will have background contributing to, or undertaking the formulation of, high level strategy and policy. You will be an individual with an eye for detail and with excellent interpersonal skills to develop successful relationships with elected members, colleagues, user organisations, landowners and other stakeholders, volunteers and the general public.
Excellent organisational, report writing, communication and project management skills are essential and you will also be able to demonstrate evaluation, problem solving and analytical skills and to be able to make decisions without direct supervision.
You should have, or be working towards, an appropriate professional qualification (e.g. Full membership of the Institute of Public Rights of Way & Access Management) and have 5-10 years of experience within public rights of way work or other highways and environmental services.
